The Meta effector you have created, doesn't need to be parented to anything.
You add actual effector (a null controling position and area of the weight), by clicking "Add effector" button. |

8. Add head model to weight drawing list (Select metaeffector, ctr select the head from the list and press "add items to weight drawing list") |

Your model will automaticaly display weight influence. (note the red W that apears on the left side of your model in the list. - simply right-mouse click to get back to the previous drawing mode of the model) Position you MetaEffector by dragging it into desired position, and adjust influence settings: |

| Try different XYZ radius (and see how area of influence change on your object) |

Duplicate your MetaEffector group, rename it, and adjust position of the MetaEfector
Null - to cover your lower lips area |

9. Unhide the lips bones

| And choose appropriate weights for each of the lips bones |

Note, that you will be assigning the MetaEffector group to your bones,
not individual effectors in the group |
